Concussion/ Safe Return to Play Program
Updated on Tuesday, March 3, 2020

The Quinte Red Devils Hockey Association has implemented a strict Concussion / Safe Return to Play Program for all teams and players within the organization. At the beginning of the season, all players are required to complete the ImPACT Baseline Test. The ImPACT test (Immediate Post-Concussion Assessment and Cognitive Testing) is the most widely used computerized concussion evaluation system which helps to determine how well a brain is functioning. The ImPACT Test provides information such as memory, speed, concentration and reaction time which has been shown effective in the diagnosis and management of concussions.  If a concussion is suspected throughout the season, the baseline report will serve as a comparison to a repeat ImPACT Test. The ImPACT Test is the only concussion test that is recognized by the Food and Drug Administration (FDA) as being valid.

When a Team Trainer suspects a concussion, Quinte’s Head Trainer Jackie Jarrell will work with the Team Trainer and injured player to be sure the proper Return-To-Play protocol is followed. Every player who has a suspected head injury MUST BE CLEARED BY a MEDICAL DOCTOR before returning to play.

If players are unable to see their family physician within a reasonable amount of time, Dr. Elias Maraghi (Association Doctor) will see Quinte Red Devil players. After a concussion is diagnosed, players are then required to complete the ImPACT Post-Injury Test. This test is coordinated and supervised by Quinte’s Head Trainer Jackie Jarrell. The player then takes their testing results to a family physician or Dr. Elias Maraghi which is used as part of their medical assessment for return to play.

3.  Rowan's Law - Documents and Resources

Rowan’s Law was named for Rowan Stringer, a high school rugby player from Ottawa, who died in the spring of 2013 from a condition known as second impact syndrome (swelling of the brain caused by a subsequent injury that occurred before a previous injury healed). Rowan is believed to have experienced three concussions over six days while playing rugby. She had a concussion but didn’t know her brain needed time to heal. Neither did her parents, teachers or coaches.
Rowan’s Law and Rowan’s Law Day were established to honour her memory and bring awareness to concussions and concussion safety.

There are a number of links to documents and resources related to Rowan's Law. The E-Booklet is required to be reviewed by each player, coach, team staff member and parent each season, and the associated Acknowledgement Form must be signed.

"*There are slight differences on this Hockey Canada Concussion Card (2021), as compared to the QRMHA Concussion Policy: Removal from Sport & Return to Sport Policy (2024). For ex: medical assessment timing, and return to sport recommendations. For example, you no longer need to be completely symptom-free progressing through steps 1-3, and the timing of the medical assessment has changed to BEFORE team-ice is allowed, etc. QRMHA Concussion Policy: Removal from Sport & Return to Sport Policy (2024) will take precedence in any minor discrepancies in the short-time. Ie: until Hockey Canada updates their Concussion Card, at which point the new Hockey Canada Concussion Card will be posted here)."
